The Information Management Project Director (Chief Information Officer) leads and facilitates the planning, design, implementation and evaluation of an integrated medical and information management system for the digital medical center, in collaboration with the senior management of the SMRC implementation team and Capital Project Group. S/he participates in the fiscal planning and administrative management of the Information Systems planning process.
Job Summary:
• Leads the implementation project to ensure the effective installation, testing and commissioning of the IT and telecommunications systems and applications for the Sidra operation.
• Identifies, organizes, and works with leadership from all constituencies of the organization to initiate and lead the information management planning process, to include the development of goals, timetables, desired outcomes, and evaluative methods.
• Develops and articulates an integrated, strategic information management policy for the organization.
• Collaborates with management to plan and facilitate the establishment of the integrated medical and information systems and network infrastructure needed to strategically support the information management plan.
• Ensures that IT facilities meet the needs of individuals and projects.
• Plans, develops and implements the budget.
• Manages crisis situations, which may involve complex technical hardware or software problems.
• Prepares economic feasibility and technical studies to support the financial and technical viability of digital medical center projects and provides recommendations as appropriate. Coordinates implementation, including scope of work, tender documents, bid evaluation and commissioning.
• Prepares, reviews and manages the departmental Capital & Operating costs in relation to the annual budgets.
• Reviews and recommends telecommunication and surveillance systems such as PABX, PDH, CCTV, PA, Access Control, Radio and Security systems for smooth and safe operation.
• Liaises with the National Data Centre or similar companies to provide IT services essential to the establishment of the digital medical center.
• Reviews and approves efficient integration of data communications for various computer servers, terminals, personal computers etc. into the data network.
• In view of the developing and changing needs and opportunities within Sidra during this start-up phase, this position may perform other duties as assigned.
Requirements:
- Master’s degree in Information Technology, Management Information Sciences, Computer Science, Software Engineering or related field, or equivalent.
- A minimum of 10 years of related IT experience, with broad knowledge of personal computer and telecommunications hardware, software and systems in a North American Academic Medical Centre.
- Demonstrable record of success in managing the implementation and operation of comprehensive, advanced hospital IT systems, with broad knowledge of personal computer and telecommunications hardware, software and systems.
- Ability to successfully represent Sidra internally and externally to a diverse mix of constituencies to further the mission of the Medical Centre.
- Demonstrable record of success in leading high level specialised teams and in project management of large-scale, complex hospital IT implementations.
- Experience with cutting edge medical software and hardware platforms, such as digital imaging, and mobile computing in a paper light healthcare environment.
- Excellent verbal and written communication skills, including the ability to develop and present technical information in a format understandable to non-technical individuals.
- Excellent interpersonal and organizational skills.
- Fluency in oral and written English.
